I did a test on upvoting a review (was in my LocalU presentation in February) and it made no impact whatsoever. My thought is that there is more at play here. Due to the content in the review, it's likely getting shared places and resulting in a ton of activity on that review which could be causing it to be more relevant. My vote is that CTR and natural traffic matter but upvoting does not.
