Accepting an invite to Manage GMB

I am having an issue trying to invite an owner to GMB. The screen they get after "accepting the invite" says:

Sign in
Use your Google Account
email or phone
___________________________


Are they to merely type in the email I applied to the invite?

I believe so, yes.

Thanks. But when they do so (type in the email I applied to the invite) the message says "there is no google account associated with this email".

The email doesn't have to be a gmail account, but it has to be associated with Google:
