I manage multiple business listings for several clients, and 12 days ago, ALL listings under one of my client's owner account were suspended (I manage four listings and he owns three additional that I do not manage). He claims that all listings have valid brick and mortar locations and that all Google policies were being followed. I sent reinstatement requests but all were quickly denied. I then follow up on the Contact page and sent an email under the "I already submitted a reinstatement request and it was denied, but I believe my business is eligible" reasoning. My email included insurance paperwork that listed addresses, plus a photo of the building with the company name on it. I have not received any response and am unsure where to go from here.
 
I would suggest you post a thread on the GMB forum (Sign in - Google Accounts).

You should include the following for all the listings that are suspended:

1. Business name & address
2. The case ID for the reinstatement request (should be in the subject line of the email from Google, if you received one).
3. A link to where Google can see the business is real (Secretary of State, BBB etc)
4. Any photos you have that show the business exists (company truck, storefront photos etc)
5. The link to the listing inside the Google My Business dashboard. When you go to google.com/business and click on your listing, copy and paste the URL that's in your browser.
 
Thanks for the helpful tips, Joy. I built as compelling a case as I could and posted it in the GMB forum, as seen here. Hopefully this will warrant a review and reinstatement.

That looks incredibly frustrating! I wonder what Ben thinks it is that could cause support not to even respond? I don't think there is EVER a reason for Google Support to deny some sort of response. Even if it is vague when clear spam is the case (not saying it is here in any way). Google's policies put me in a bad mood sometimes.

I hope this clears up for you @liftmarketinggroup I'll be following this thread with interest.
 
Ok, so this looks very much like an account-level suspension, almost impossible to debug over a forum. One (or multiple) users are probably. You need to find out which user is blacklisted.
 
A Google support person reached out yesterday morning and said, "I've escalated your request to our specialists and I'll let you know within 48 business hours."

Unfortunately, early this morning, I was once again told, "Your business Eagle Towing & Recovery isn’t eligible to display on Google Maps per our quality guidelines," but there was no explanation.

I asked for an explanation and laid out my case to this person in the hopes it could be re-escalated, so we'll see where it goes from here. It seems the company owner (and GMB account owner) has been blacklisted, but it would be nice to get a confirmation from Google and next-steps on how to fix the issue.
 
It would be nice, but they will not tell you exactly what needs to be fixed as this is a measure to fight bad actors. Telling you how to fix could potentially teach someone how to skirt the system.
