Business Suspended

Hi, Google had changed the address for one of our listings to the same address as another location. When I tried to change it back the listing was suspended.
I've submitted an appeal and a review and they have both been unsuccessful. I posted in the google help forum a week ago and have no responses.
I submitted the utility bill with the address, state filing information, and tax certificate.
