Citation editing service for European market (outside US)

We need citations (citation editing service like yext, Yahoo Local etc.) but for european market (Croatia).Most of services offer this only for US based business.

Does someone knows citation editing service where we could just post our NAP and pay for listings in major directories, sites. By the way is there any on the market (for European countrees)?

Also dont understand why all this big comapnies dont provide services outside US (most od them).

People from whitespark told me that they don’t do this for, so two questions more if I could,

1. Is there any data aggregators for local citations for rest of the word?
2. People from DirectoryBug, told me that they could do this for any country business, and really I don't understand what is the problem to submit any business from any county in the world.

Maybe I don't understand the functioning of the system?
