Competitor Buying Fake Reviews

I found a local competitor who appears to be purchasing fake reviews.
Twelve of the competitors 30 reviews were left by "reviewers" who all also left reviews at the same 4 local businesses. This is just the reviews that I've looked through so far.

What would a reasonable action plan be to report or get these taken down?

@swmaher, there's not too much you can do, other than (1) rely on the would-be customers' BS meters to go off, (2) flag each review, and (3) report those reviewers' profiles: Google Now Allows Anyone to Flag User Profiles - Local University
