I am having issue updating a Facebook Page name for a client. Their business name changed and when they try to edit the name Facebook won't let them by displaying a message that says "There are limits on this page. You can't take this action while these limits are in place." They have tried updating the name as different admins but it always shows the same message. They also waited a month to try to change it again with no luck.

How can we get help with this issue?

I don't know why the limits were put on the page or what they are. But the main admin of the page is just a made up fake person so the company didnt have to use their personal logins to manage it. Do you think that could be the issue? If it is, how can it be resolved? Would deleting the "fake" person admin allow the limits to be removed? Or do they just have to start all over with a new page and lose everything?

Yes, I would highly recommend a "real" personal FB profile be configured as the Admin and Page Owner. Using a fake account is definitely against FB's Community Standards. Also, you need to ensure that the Business Manger Account (BMA) has correct information. Secondly, I would take the extra time to make sure the BMA is...
Until the limits are removed from the page, you won't be able to make changes to the name. Do you know why the limits were put on the page? Typically it is due to the page or page admins violating community standards.

If the page has been in good standing and you haven't had issues with ads getting denied, community violations, posts being deleted, or issues with spammy or misleading content, you may want to check if any of your page admins have had violations on their personal accounts, as these actions can carry across to pages.

From Facebook:
Common Reasons Your Page May Be Taken Down or Have Limits Placed On It
  • Not all admins of your Page have authentic profiles: Creating an additional profile to impersonate goes against our Community Standards. Make sure all admins of your Page represent themselves authentically with the profiles they create.
  • People who manage your Page have acted against our Community Standards: Facebook is a place where people connect with each other using their authentic identities. Profiles that don’t follow our Community Standards or go against our Terms of Service may be removed from Facebook. Make sure you only add admins that you know and trust to manage your Page. Regularly check to see all the Pages you manage and remove yourself from any Pages you no longer actively manage. You can also check all of the people who have access to your Page by going to your Page Settings and clicking New Pages Experience, then Page access.
  • Your Page has a misleading name: Facebook limits a Page's ability to make a significant change to its name that might cause people to feel misled. If you need to change your Page's name, make sure it accurately reflects your Page. Learn more about what's allowed.
  • Your Page posts content that may mislead people who like or follow your Page: In line with our commitment to authenticity, we don't allow people to artificially boost the popularity of content, or engage in behaviors that go against our Community Standards. This includes misleading people about their identity, and who or what the profile or page represents.
  • The content posted on your Page goes against our hate speech policies: Hate speech isn't allowed on Facebook because it creates an environment of intimidation and exclusion, and in some cases may promote real-world violence. We define hate speech as a direct attack on people based on race, ethnicity, national origin, religious affiliation, sexual orientation, caste, sex, gender, gender identity and disease or disability. Learn more about our hate speech policy.
  • Your Page has severely or repeatedly violated our Ads Policies: Our Ads Policies provide guidance on what types of content is allowed in an ad. If you severely or repeatedly violate these policies, we may disable your ad account and take down your Page. If you believe this was a mistake, you can appeal the decision through the Policy Disabled Ad Account Help form or through Ads Manager. Learn more about our Ads Policies.
