Fraudulent Featured ad spoofing my Customer

My customer has sent me screenshots (on mobile it only appears on mobile search) of a Fraudulent Featured ad spoofing my Customer. Where do I report this??

I did report this. These are "sponsored ads". Is there any way to spoof a sponsored ad? I guess what I am saying is that must this fraudulent entity first pay for/engage with Google first in order to create these sponsored ads or can they be solely created/generated by the entity to "look like" sponsored ads in the first place?

It ONLY appears on mobile search by the way. And it shows for the same search one time and then will NOT show for the same search seconds later. Crazy.
