G+ Local listing indicates that there are 2 reviews....but....

I have come across a few listings that say "2 reviews", or whatever amount, yet there are no reviews on the listing.

Anybody come across this before? Any thoughts as to what's up with that?

I 'think' it can happen when someone rates the business, but does not actually write any review text.
So they just rate excellent but don't type any comments.
(Not absolutely certain, think I read it somewhere plus it would explain it.)
