Just saw this today when adding a new self-storage location to a bulk-verified GMB Dashboard.
I don't know if the client has the GMB app enabled or not, but Messaging was enabled by default.

It sounds like maybe the parent company has a tool that uses messaging via the API so that each location doesn't need to do it manually through the GMB app.
