The Photos guidelines clarification is due to this post: New Google+ Local Photo Guidelines - No More Logos and No Ugly Mugs!!
But they still have not indicated on the page that the guidelines are for users as requested by several of us. So other than the few SMBs that happen to see Jade's video, there will still confusion for business owners until they label that page.
And here's one of several posts I escalated to Google about the the pagination problem.

Have you guys seen that problem where only one or two search pages show up and the rest are missing?
