Hi, We are an agency managing around 10k Google business profiles for our clients, and for each listing issue, we need to raise a different ticket in Google support. Is there is possibility to get a spokesperson from Google for GBP Issues to whom we can submit issues in batched or bulk? for quick resolution to issues.

Not exactly, but if an issue affects the entire account, you should raise a ticket for the account, not the profile. Remember also that you can also call attention to past tickets of the same problem (I do that with locked phone numbers so they can tell we know what the problem is because we've experienced it before, I have a list stashed away for that purpose).

Generally, though, you do NOT and will never have a single point of contact with Google the way you might with, say, Youtube.
 
You would think the biggest company around with a service everyone, everywhere uses like daily would have that option, right? Even if it was paid...
