Four year's back there is a person who published an image which is still appearing on my GBP profile which I want to remove it permanently. I reported that Image multiple times in the past but still its appearing on the profile.

Let me know how can I remove it permanently.

unless it's objectively improper (e.g. we once had to remove random birthday party pics from a roofer's GBP) or counterfactual (i.e. former location), Google will basically not remove it without anything short of a legal injunction.

Solution
If we can report it multiple times from different Google accounts. It might works I think. This will indicate Google that this photo is irrelevant that is reported by many users. I'm not sure it will work or not.
 
There is no policy violation with the photo. Google won't remove it. What you can do is take a photo in front of your building with all of your staff and upload it. Google loves exterior and images of people.
