I have a client that operates across multiple markets and doesn't have GBP for all the major metros it operates in. What is the best method to create/verify multiple service area garage door businesses in different metros? I know it's a tricky category, and I've done it with individual locations, but not in bulk like this. Thank you!

Each new GBP will need to be video verified. You will have a difficult time getting any of them verified. In the off chance that you get them verified, you will get suspended with a few days. The reinstatement process is extremely difficult to pass. Don’t even attempt it.

I'd keep it simple and set up a GBP for each service area following these guidelines:

https://support.google.com/business/answer/9157481?hl=en-GB

The key seems to be the 2 hour driving limit to define the boundaries of the service areas.

My client wants to do this right, would they need to get registrations/license/insurance for each address where the GBP is located? Also, would it be safer to do the bulk verification? Thank you!

Just follow the instruction on the google guide. But as @keyserholiday said, you will struggle to get verified.

An office with a sign above the door for each location will help as will business registrations in that location.

I suspect this is going to be far more trouble than it's worth.
