Is it still possible to contact Google my Business / Google Local / Google places support by phone as per this article here : Problems With Google My Business? Use Phone Support!

I followed the steps but couldn't see that it was still working.

Yeah, Google changes their contact process kind of frequently. For now you can contact them through this page. The phone support isn't that great these days though, you might well know more than they do if you get the wrong rep. Twitter support is great, but you should expect a few days to a week before a response, they're pretty busy these days.
