Is this keyword duplication?

Hi everyone, I’m new to keyword research and trying to improve my website’s SEO. I want to create separate pages targeting these keywords:

Land surveyor in Sandton
Land surveyor in Midrand
Land surveyor in Johannesburg

Would this cause any duplication issues with Google? How can I ensure these pages rank well without being penalized for duplicate content? Any tips for a beginner would be greatly appreciated.
