One of my law firm clients wants me to build out surrounding city pages for where he has office locations. I have a couple of questions.
1) Does this help to expand local pack coverage in any way?
2) Does this simply drive organic results directly to that page, ala exact-match search, e.g., "Secondary City Car Accident Lawyer"?
3) What do you recommend for configuring URLs, do you put these pages under the office folder, e.g., website.com/main office/surroundingcity-car-accident-lawyer?
 
The prime driver is value added. How does this location page add value? Would it be useful for someone searching for a particular service in that location? Are there any citations, referrals, testimonials, case studies and so on supporting the services in this location?

It may mean you need a whole bunch of localised pages on the site. Maybe even a sub-domain.

If you just add a page with the location and contact details of each lawyer in that location Google won't give it much value. It might generate some traffic but you may be better off with a targeted advertising campaign.

No sure about how will help the map pack (not my area of expertise) but I'd have thought each location would need their own profile.
