Location in title tags

I have a client based in one county but services 3 other counties equally. I inherited their meta titles that only called out their base county.

Example:
Ultimate Pest Control | Corky's Pest Control Services | San Diego Pest Control

My gut tells me that users from other counties may feel that the company does not service their county and move on, lowering my CTR. A second opinion told me that I can screw up my current rankings in San Diego if I remove it.

If I try to include all counties, I'll go over characters, so there is the option of abbreviating, but I'm not sure how that will help or hurt rankings either. SD, LA, SB, Riv counties?

Any suggestions?

You'll want to make landing pages for the other counties.

What Joshua said. The homepage should be optimized for your main service + location. Build out additional pages to talk about the services that you offer in the additional counties.
