According to Local SEO guidelines and the best-recommended practices, which location should we target in their website page titles (homepage and service pages)? Davie or Broward County?

Hi Matt! Since you are serving customers in Broward County that is what I would use. BUT, you should also consider the size of the county, the competition, and what the common search term/area keywords are being used.
