We have a client located in Florida with an office and GMB listing. However, due to their industry, they are able to provide services throughout the U.S. What's the best way to track this in SEMrush? We've set up targets for the major states/cities, but are certainly open to other suggestions or services that will allow us and the client to review these more accurately.

SEMRush will allow you to target position tracking for "United States", which should give you a good overview of what your rankings are for non-local specific searches.

I think tracking rankings in the big cities, and other areas of focus, is a good idea. If you're trying to diagnose why rankings went up or down, or why traffic is fluctuating, then having more granular rank tracking in major cities is a good way to segment to find areas where you might not be ranking as well as others. Depending on the search, and Google's perceived intent of the searcher, the results could be more localized, and thus understanding how you rank on a hyper-local level is beneficial.
