Need help with a complicated location situation

So I just read this older thread which confirms what I've been seeing for a while. We have a business located in a small city literally surrounded by a huge metropolis. Which has made it difficult to rank to say the least.

Two questions:

1) Are there any links to more threads surrounding this issue for thoughts and ideas?

2) I'm on the verge of acquiring a new location physically located in the metropolis. Would this benefit the GMB as a whole or only that location?

Generally, a Google+ Local page will only rank in the physical city that it's in. A new location in the metropolis will not benefit any listings other than itself.
