Non-SAB in Local pack with NO driving directions

Why is the first company in the local pack below showing up without driving directions?

Looks like a bug to me because the address is showing in a different language on Google Maps. Want me to ask Google about it?

Yes please. It's not affecting any of my clients but it just seems like an odd result. If it's a bug, at least it will make them aware of it.
