Profile strength stuck at "Add photos of your work"

I have a GBP for a client, their profile strength is "low" and the only missing item is to "Add photos of your work". After I upload photos though, the profile strength does not increase and it still says I need to "Add photos of your work". Google support is absolutely useless and just says nothing is wrong. How can I fix this?

Profile strength doesn’t mean anything nor impact rankings. Ignore it.

Are you referring to the completeness of a GBP? That is when you have filled out every item on GBP. That is different from the completeness score. My clients never hit 100%. They don't enable texting because they own and operate different franchise locations. When it comes to ranking factors on that list, some items I agree with, while others I don't. Some of the "experts" don't know Local SEO and should have been excluded from the list.

I'm talking about this. It's possible to get 100% by completing the basics of a GBP. Like adding a phone number, adding pictures of your work (which is glitched for me), adding hours of operation, etc.
