We have a client who operates a number of warehouses in southeast Texas and Louisiana. The client does not want potential sales calls for those locations to be answered by workers at the warehouse. Instead, he wants those calls to be answered by people at one of their two headquarters.

Is there a way that the client can get what he wants while not running afoul of GMB policies?
 
yes, Google accepts 1800 numbers. Put the real location numbers in the other phone number field that isn't shown publicly and put the number you want customers to call in the main one.
