Regarding Heading tags Count

I am working on GMB Audit for a new client.

Regarding On Page for the H2 tags, should I need to add based on average from my competitors or do you recommend any other strategy?

I would base the number of H2's on whatever makes sense for the page itself. I wouldn't use competitor analysis for that particular decision.
