SAB spam - how do they get verified with an address?

I began keeping an in depth list of all competitors within a large radius several months ago and there seems to be a nonstop flow of home businesses that are verified, according to Pleper, with an address. All of them should be listed as an SAB. Some of them will have a review or two on them. Some of them will not have a phone number, website, or any pictures.

I was under the assumption that the only way to verify a GBP, for a while, is to do a video verification? It is way too large of a coincidence that there is a constant flow of new looking GBPs, verified, with a home address, all within my industry and service area. I do edit and/or submit redressals when I find them but sometimes they just don't disappear.

Home addresses are permitted according to the guidelines as long as that is the actual business address.

I should've been more specific. There is no signage at these addresses and they're not open to the public. The businesses are all service businesses that visit customers' locations.

I have the same issue with several of my SAB clients. A flood of home locations showing. This is a service industry and there is no way they can do it at home or at an apartment complex. The name even says "Mobile Service". It hit or miss if I can get any report accepted.

I've also witnessed GBPs that got edited or redressal'd, disappeared for a couple of weeks, then reappeared as verified at different house/apartment addresses. Even IF you can get a listing correctly edited or removed for falsely having a physical address, it doesn't seem to matter because they'll be back, verified, at a different address.
