I have a handyman SAB based in a small town of about 32k people that I rank pretty well for

But I would like to rank in a nearby, more affluent town of 56k people also. its about 15 miles away. I dont rank at all for it now.

My mother lives in this town and I've been thinking about making her address a second location to get some local search juju there by creating a second GBP for this location

I would of course add the new location to my website and all my citations

I know that I would have to verify the address, which wouldn't be a problem since my mother lives there

I could justifiably make the claim that i split my time between the two addresses (my home and hers) to help care for her as she ages

basically that I live at my house half the week and hers the other, a scenario that may actually come to fruition

Would google scold me for this?

Would it even have the desired effect?
 
You can't have two SAB listings so close to each other, and 15 miles is definitely too close.

You can build out pages on your website that are targeted at services you provide in that town. If you do that well, you can rank organically, though not in the local pack.

You are not allowed to have two GBPs with overlapping service areas. It has nothing to do with how close you are to the other GBPs. I could create GBPs for my LA client in San Gabriel, Pasadena, Sierra Madre, San Marino, Temple City, and Arcadia if the locations are occupied by owners of the business .The OP wants to use his mom’s address which he doesn’t reside at and she is not affiliated with his business.
 
I was speaking to his specific situation. What you're referring to is, for example, franchise owners that have assigned regions. If you own one SAB plumbing company, you can't go add another SAB location in the next town if it's the same business. My understanding is that you could add another SAB location if it were 2 hours away.
 
The policy is you are not allowed set your service hours over two hours, but it’s not a hard set rule. They only enforce it when you get suspended and have to apply for reinstatement.
