Suspend right after submitting the video for verification

I am helping my colleague in Miami to get his profile reinstated. It`s really interesting.

Initially, the profile got suspended. But despite the related email, the profile itself was showing that it was just unverified. Google team said:
"Hello, Thank you for contacting the Google Business Profile team.

Your Business Profile appears to be functioning correctly. However, it appears that you have not yet completed the verification process.

In order for the profile to go live you will need to verify it. Learn how to verify your business on Google.."

The verification screen had 3 options: text, phone, and video. Neither phone nor text worked so we recorded the video. After submitting the video the profile got suspended again.

Last email from Google:
"

Hello,
Thank you for contacting the Google Business Profile team.

We've looked at your account and it looks like your Business Profile is not eligible to display on Google per our quality guidelines. Review our guidelines for representing your business on Google to see what types of businesses are eligible to be on Google."

I have no idea which part of the guidelines we`re violating. So there is no hope here?

Appliance Repair is considered a spammy category, so Google is more strict, getting reinstated can be very difficult.
