Suspended Business Told they Cannot Appear on Maps

We had a client of ours that recently had their GBP listing suspended. After contacting Google with their reinstatement form as well as four forms of proof that they are a legit business ( tax forms, bank statement, business license with state) Google responded back that not only was the business not able to get the suspension lifted they were not eligible to have a profile and be own Maps! We were stunned. This is a company that has been doing Septic services in the same area of the country since 1996. Any ideas or help as to what our next move should be would be appreciated. I mean should they try to create and verify a new profile? They have years of review that would be lost in that but if its the only way.
