What is the best practice for local SEO on service-based websites? Should we create a separate service page for each city we serve, or a single main service page with individual location pages?

Individual/Separate Service Pages For Every City

OR Single Main Service Page With Individual Location Pages

What value does the single city page provide? Will there be location specific service information? Will you be giving examples of work you have done in that location? Will there be reviews from customers in that location? Do you have citations for that location?

You may be better off with location categories where you can then publish reports on the work carried out in each location. You can add images, description, reviews, cross links and all the other evidence Google wants to see proving you actually operate in that location.

It's not easy but putting in the work now will pay dividends far into the future.
