What Triggers One Listing Google Map Results?

So a main term [service + city] is returning a single results in the Google Local results within the SERPs, but when I go into Google Maps with the same search the term only displays this one listing. It pulls multiple listings correctly when using [service + "company" + city]. Do I chalk this up as a Google glitch?

Hi Brent,

Well not really a glitch. More like an algo change that got tweaked too hard. I've reported and reported to Google management and tried various ways of getting them to fix it.
