What's the magic words? Service area edits is rejected systematically and can't get through support to a person

We have a client with a VERY wrong city included in the service area. I'm talking "french city included in the service area of a north american business" levels of wrong. However, the business is also in one of those weird limbos where the address is hidden, but not entirely hidden within Google's backend systems (it's visible in the drop down to select the GBP in the seek help form, but nowhere else), and that makes it impossible to make any alteration to the service area (it's a side effect of tehse situations I've noticed on otehr profiles, though this specific variants is one I had not encountered before).

This edit has been rejected every single week since june:

Two attempts at getting through support have bounced back with the dreaded "We don't understand your problem, so don't even think about answering this email lol" generic and useless response. What's the frickin' magic words I must use so that Google will stop preventing me from removing a violation of their own damn rules??

I would 100% go to the community forum with this, seems like a bug and if support gives you the no reply email, there is no other way to get them to look into it than the forum Sign in - Google Accounts
