There are many ways to create WhatsApp links but the only one that works for the Google Business Profile contact feature is this one:

Create your own link​

Use Open WhatsApp<number> where the <number> is a full phone number in international format. Omit any zeroes, brackets, or dashes when adding the phone number in international format.
Examples:
Use: https://wa.me/1XXXXXXXXXX
Don't use: https://wa.me/+001-(XXX)XXXXXXX


Also, you will not see a change or button on the live profile yet as Google is still rolling out:

Beneath the directions / share / save / website buttons mine shows:

then google review summary

But NO Whatsapp option where you show above.
 
I am also researching this topic live in Europe and Poland. I literally check dozens of profiles from different countries where it is being implemented every hour. From what I have noticed, making the chat option available in the profile editing in a given country is a separate issue, and the visibility of the chat for users from outside is a separate thing.

So in my opinion we have two aspects here:
- chat made available in a given country/region and configured in the profile
- chat visibility for users from a given country/region

These two functions and dates are not consistent.

You are merely saying that:

A) chat visibility issue within the dashboard/GBP is one thing

B) chat visibility live on Google is another

I get that......

A) is visible
B) is not visible

I am merely trying to find out why that this is the case

I didn't understand that either, which is why I'm constantly checking and researching it.

But yes, in my opinion it's as you wrote.

Making the function available in profiles in the region is one thing, and the ability for users to use it (and see it on their profile) is another.

That's why one user can see the live function on their profile, and other people on the same profile can't use it and don't even see it.
