My blog is written in language A, but I want to publish only one single post in language B (because I noticed that people not fluent in language A are a relevant target group and use this language). Can I simply publish the content or do I need to worry about hreflang or other international SEO parameters etc.?
 
Definitely use hreflang - especially if it's the same content just in a different language, this tag will tell Google how these pages are related, i.e. the same content/version of the page just in a different language.

As for other SEO parameters, if you plan on writing content in this language ongoing, I would set up a separate subfolder within the blog for this content, ex website.come/blog/es/ (or any language code you want to use)
