Yes. The old way of merging, does not matter what accounts they are in. So if they already have pages in different accounts can still merge.

But going forward in the new dashboard - to do the automatic upgrade/merge with G+ they need to both be in same accounts. Just mentioning as far as ideally setting up new accounts in the future.

Yes, Google is still saying wait. But if you have not set up a Google profile yet, you can go ahead and do that part. Just make sure to set it up in same account. Then when it's time to merge it will be easy.
