Can You Use The Same Email For Different GBP Roles?

We are working with connections of Google Ads and GBP's. The issue that came up in trying to link them is clients we have that have multiple locations. Each location has a different email per GBP. The question I had was can we add an email/user of an Owner on one GBP and make that same email address a manager on the other two or three without it causing issues with Google and possible suspensions? Google doesn’t want people sharing email access and wants everyone to have their own email address to manage a GBP. It’s a logistical nightmare to have a multi location brand in separate accounts. Just like with Lord of the Rings, you want one account to rule them all.
