Claim a practitioner listing that's been closed

I have a new client who does mortgages and he just changed companies. I see his old GBP listing for his previous company is marked closed. He never did any SEO or marketing, so presumably the previous company created the listing and now closed it.

Any way we can claim it? I see no option to do so, I'm guessing because it's closed. Would it be better to just start a new one from scratch? I don't see any reviews on the old one, but it has probably been around for at least a few years, which Google likes to see.

Might be worth submitting an edit to re-open the listing and after that you can claim it and update the information.
