My client has a case # for his suspension but does not have the email to respond to.How can i respond to google?

No, if you have already submitted a reinstatement form do not submit a second one for the same listing. Contact support via this support form, and tell them you already submitted a reinstatement and give them the Case ID. Then, give them as much proof as possible the business exists where the listing is verified to and reason why this business should be reinstated.
