I have a client who wants to track visitors who click to call anytime there's a phone number on their website. They're not using call tracking AND they have 7 locations each w/ a different number.

I successfully setup a goal for appointment requests (via confirmation page visit) but tracking a click is stumping me.
 
You can use Google Tag Manager to fire an Event to Analytics when a click is recorded on a telephone number. Then setup a corresponding Goal to match the Event.

Basic Steps for GTM:

Create a Google Tag Manager Container and install the code on the website
  1. Create Trigger
  2. Choose Event
  3. Choose Click
  4. Configure trigger on Just Links
  5. Enable when Page URL contains .*
  6. Fire ON Click URL contains "tel:"
  7. Create Trigger
  8. Create New Tag
  9. Choose Google Analytics Tag; choose Universal
  10. Configure the Tag for Click
  11. Put in your UA tracking ID from Google Analytics
  12. Choose the Track type for Event
  13. Define the Event
  14. Category = Click, Action = Phone Call Click, Label = Page Path
  15. Fire On choose More, then choose your phone call trigger
  16. Create Tag
You can test inside GTM preview to see if the Trigger fired, but you can also see right away if you go to Real Time: Events in Analytics

Its much easier with visuals and this video may help:

Thank you for the guide, just one thing I would like to know, my client has 120 pages website (cell phone repair company) and each page have around 4-6 call button how can I add tracking code on that button? by manually its time-consuming work.

If the button codes are all using the +tel html, then the instructions above will capture all the clicks. You won't be able to know which one of the buttons were clicked, it'll only tell you which page the user was on though.
