GSC request indexing feature is currently disabled. Is there another option to request indexing?

The Request Indexing feature is currently disabled on Google Search Console for technical reasons on their end. Google says it will be back in the next few weeks but in the meantime is there another way to request indexing? One of my SEO clients, checked no-index on all of their pages so now they are not ranking.

Not exactly the same, but the only thing I could come up with earlier this week when posed with a similar siutation was to make sure sitemap.xml file was up to date, checked the "submitted" and "last read" dates in GSC and resubmitted the sitemap.xml file. Following on to learn if others have solutions.
