Is it true that when trying to rank in the map pack for a keyword phrase that you can keyword optimize any page on your website to be able to rank well in the map pack for that phrase?

As long as you internally link to that page from the GBP landing page, that will help rank for the thing that page is about, yes.

Can it be from a drop down menu or does it have to be text on the page?

One other thing. I use a site called Localo to monitor my map pack rankings for different keyword phrases. I've noticed on several of them that Localo shows that I rank, but when I go to Google and run the search term, the map pack doesn't even show up. Anywhere. Any reason why that happens?

The map package does not always have to be launched from the search engine level for every phrase. This can also change over time. However, position checking tools such as Localo check the position directly on Maps, so if you go to maps and enter your phrase, you will receive results in the form of profiles. These tools do the same - only much more effectively
