Listing Title in the 7-pack

I'm doing some research and came across something that I want to understand.

How does google dictate the listing title in the 7-pack. That is the clickable main title for the listing?

Is it from the title of their homepage on their website? Is it random? It seems to me to be somewhat random, but I've seen some G+Local listings ranking first in the 7-pack with pages that are not even completed, so wondering how they pulled that off?

I just explained this in post #4 in this thread. Here you go... Title tag in place of the firm name
