Local landing pages - Using cardinal directions

Hello my fellow SEO family,

I have a client that does landscaping. He has a good range around his city. We have built local landing pages performing well for cities around his main city of operation. While doing some research we found some queries with search volume around his main city for instance "houston" but with cardinal directions. Whats the opinion on building pages for say "south houston" and so on??

If there's enough search volume to make it worthwhile, and if it actually works, why not? Maybe do one or two and see how well it works before doing more.
