Has anyone seen this error before? The address is definitely within the service area.

The videos are AI reviewed, so you have to show in the dumbest, clearest way possible. Honestly, though, without seeing the video it would be very difficult to tell exactly where things went wrong since you seem to have already covered the obvious bases.
 
Could clearly narrating the video at each point of the video add AI readable context?

"here we are in Windsor, Ontario and this is the street sign showing us at the corner of Walker Rd & Giles . . . we are now walking across the street to the building at 123 Walker Rd, here is the address showing 123 Walker Rd with our business name on the mailbox etc etc"

That would be my guess. You might also try to review that youtube series that @whitespark did a while ago following the steps for revalidating a client, as there's at least one episode discussing the video and IIRC even showing the video that was submitted.

Out of curiosity: did you already have a lot of experience with video verifications before?

Also: is this a SAB or an actual office? If a visible address, maybe just remove the service area?
 
Hey, hope you don’t mind me chiming in here.

@JS Girard - based on the screenshot, it looks like it's an SAB. Google includes permanent signage instructions for storefronts (when they reject the video).

@Brian - TGL if the video is technically fine (steady, good lighting, clear, etc), the issue is often that Google can’t confidently confirm the exact location. In more secluded areas, that can be tricky. Are you clearly showing street signs (unmarked roads can be problematic), building numbers, or recognizable landmarks nearby? And is the address visible in Google Street View for cross-reference?

Technically, SABs can be verified as long as they’re within the stated service area. If the actual business location (usually the business owner's house) is too hard to demonstrate clearly, it may help to capture the verification from a more recognizable nearby spot within that same service area. Just show them "enough" visible indicators so that they know where you are.
