Recently got advise that long meta titles Can increase rankings but I dont see any examples. Anybody has a example with search keyword targetted to show how to properly target these. Specifically for Local Service Business.

For eg. Pressure Washing Near me. Located in Houston. Offering multiple service like House wash driveway cleaning, roof cleaning etc.

Or for a service area page> Pressure-washing-houston-tx (url), primary keyword ins Pressure washing houston tx. What should be example title.

"Pressure washing in houston tx: patios, driveways, hardstanding, steps, roofs and fencing. Same day service"

It might work, it might not. Depends on how Google is feeling.

Whilst the title is a very important ranking signal it's just one of many. Your page content and site structure can have a far greater effect.

Did you read the quality rater guidelines? It's all properly explained in the document.

I am a business owner can you explain "quality rater guidelines"
I gave you the link in your thread about internal linking:

If you want to do your own SEO it gives you a deep understanding on how Google ranks a webpage.

To do SEO well you need to read and research. Lots of it. And follow as many blogs about SEO as you can find. You will spend more time doing this than you will staining fences. Or you pay someone to do it for you in just that same way you expect homeonwers to pay you for something they could do themsellves.
