Here's the scenario.

A client of mine has been using a Google + page for status updates and followers for some time. It is not a + Local page and there is not the option to leave a review on the page. It just has the 'about' and 'posts' tabs.

The client wants the ability for customers to leave a review, however they do not want to lose all followers and posts that they have built up over time.

I read Mike's post about not being able to merge them, but unfortunately the info is a bit dated.

What would the best course of action be?

I announced a new option beginning of June in the Google Local IMPORTANT forum.
