We're working with an apartment community. Their main clubhouse address is populating properly on GMB. The issue is that this isn't a standard apartment, each resident has a townhome with a different address. The residents are having a hard time getting approved for renters insurance because the address, "Isn't on Google." If anyone has any advice it would be greatly appreciated. I was thinking if they are registered with the auditor this would suffice.

At what point does a new real estate property gets added to Google maps?

We didn't have this issue with previous openings of communities.
 
Talk to your county's 911 coordinator. They are usually part of the process for officially adding new addresses.
