Old business profile showing - Google won't remove

Wondering if anyone can assist with this issue
The old listing is managed by someone who is using the address for their online shop but do not legitimately work out of the location and the new BP is being filtered out.

We can't seem to get the old one removed and have provided photo and video evidence to google that the old listing is no longer there to no avail. The business owner has no contact with the previous listing owner.

This is the old listing Glenmore Park Florist · Town Terrace, Glenmore Park NSW 2745, Australia

This is the correct new one :

The old listing is being managed so Google is more hesitant to remove it. Have you to tried to add it to your dashboard and request ownership access? Once you gain access to it, you can mark it as permanently closed.
