Reinstatement Not Successful

Hi, I had a client complete their video verification and it was unsucessful. It then became suspended and I submitted a reinstatement. The reinstatement was not successful either but I think it's because there's an old GBP duplicate listing of another company at the location. I've tried going through support and they said that they already took appropriate action which was nothing. I sent in a w-9, utility bill, and business registration all with the proper name and address.
