SAB - list each city and town or list the whole province / state?

What is considered best practice for a service area business? We write business across the whole province but at present have only listed the major cities and towns. Would we be better off listing the whole province as our service area? Thanks, folks!

@jross, it doesn't make a difference to your rankings, so if you serve the whole province then I'd just specify the whole province as the service area. It's clear, simple, and easy to manage.
